Technical and Safety Trainer (Part Time)

General Summary
The Northeast Public Power Association (NEPPA) has been entrusted by its members to provide the technical and safety training required to safely work on, near, and around energized electric distribution systems. To better serve our members, NEPPA is seeking to hire a part-time trainer to support these initiatives. Under the direction of the Director of Safety and Training, trainers are responsible for developing and conducting training for utility operations employees. Trainers regularly travel to our members’ headquarters to deliver training. Training may also be conducted on-site at NEPPA’s Training Center in Littleton, MA.
Essential Job Functions
-
Designs/assists/contributes/participates in the implementation and conducting of technical programs sponsored by the Association, including but not limited to, apprentice, advanced lineworkers, meter, substation and crew leadership. This includes climbing, rescuing, rigging, construction of power lines and transformers, and power line repair.

Extensive travel throughout the Northeast (including NY, may be required). Requires periodic overnight travel to reach training sites.

Facilitates specialty programs such as hoisting, etc., which may require the maintenance of state permits or licensing, and oversight of contractors.

Prepares reports for technical and safety training meetings and other departmental records and reports.

Develops and maintains member relationships with new and existing members. Assisting members with assessment and evaluation of employees in relation to published standards.

Assists with the planning and implementation of the annual RodE&O Engineering & Operations Conference, the annual Apprentice Rodeo and other member events, as requested.

Expected to attend periodic all staff meeting as well as trainers' meetings.

Recommends new approaches, programs, policies, and procedures to affect continual improvement of efficiency of the Association and services provided.

Maintains and repairs equipment, as well as logging of materials utilized in training activities.

Performs any other tasks which may be assigned.
Knowledge, Skills and Abilities
-
Experience in training, teaching, or facilitating professional development with adults.
-
Experience in utility operations and knowledge of regulations and standards that apply to electrical distribution.

Hoisting and CDL B License, or the ability to obtain one within 18 months of employment.

Proficiency with computers, MS Office (Word, Excel, PowerPoint, Outlook), presentation equipment, and cloud computing.

Ability to communicate effectively, both verbally and written to establish positive public relations for the organization, department and/or division, and to interact effectively with a wide variety of people.

Working Conditions/Physical Demands

Frequent periods in non-office environments, including manufacturing facilities and utility locations, with possible exposure to high noise and vibration levels.

Required to conform to member work environment’s safety rules including, but not limited to, wearing proper personal protective equipment (PPE).

Exposure to high voltage transmission lines and to weather extremes when conducting field training sessions.

May require physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper body mechanics and techniques. Ability to stand for long periods of time.

Director of Safety and Training (Full Time)

General Summary
Under the direction of the Executive Director, the Director of Safety and Training is responsible for managing, developing, and conducting training for utility operations employees including all certificate, technical and safety programs published by NEPPA.
This position may occasionally assist with special programs or facility related functionality such as conferences, meetings, and other programs as designated by the Executive Director.
Essential Job Functions

Manages specialty programs such as hoisting, etc., which may require the maintenance of state permits or licensing, and oversight of contractors.

Identifies, recommends and develops new training programs; selects and researches topics for technical and safety programs; and supplements curriculum for apprentice and other certificate programs.

Update documents and procedures to ensure compliance with OSHA and all regulatory agencies

Works with NEPPA staff members to schedule and facilitate technical & safety training programs.

Prepares reports for technical and safety training meetings and other departmental records and reports.

Develops and maintains member relationships including marketing programs to new and existing members, assisting members with assessment and evaluation of employees in relation to published standards.

Assists with the planning of the annual RodE&O Engineering & Operations Conference, as requested.

Oversees the planning and conducting of the annual Apprentice Rodeo.

Assists as necessary in the planning and conducting of General Foremen's Roundtables.

Oversees the management of contract trainers and trainers' meetings.

Is the NEPPA Staff liaison with the Safety Subcommittee.

Coordinates with the other NEPPA Committees and Subcommittees as required.

Maintains and repairs equipment, facilities and ordering of materials utilized in training activities including obtaining appropriate service for Association vehicle used in travel to member utilities (see auto policies).

Oversees the process for accident investigations for members upon request.

Assist with NEPPA’s Mutual Aid Program when appropriate.

Performs any other tasks which may be assigned.

Assists Executive Director in preparing for Annual Budget discussions.

Participates in staff meetings.
Knowledge, Skills and Abilities

Qualified candidates should possess a bachelor’s degree in engineering, safety or equivalent work experience in the field of operations safety and training.

Duties require knowledge equivalent to completion of a four-year apprentice line worker program and up to 10 years of progressively responsible related experience.

Electric Line Worker

The Village of Mayville owns, operates, and maintains an electric system with assets totaling more than three million dollars. The department operates two bucket trucks, one digger truck, approximately 3 miles of 34.5 kv sub-transmission, 10 miles of 8300 kv distribution line, and two 5000 kv substation. The electric line worker’s job will consist of erection, installation, maintenance and repair of all overhead and underground electric power distribution lines. The work requires climbing poles in all weather conditions and rigid observance of safety precautions to prevent injury to self, helpers and bystanders. Line Workers are expected to respond 24-hours a day, 7-days a week. When not working in the Electric Department an employee in this position shall be required to assist in other Public Works Departments.
Typical Work Activities:
Some of the duties include the following:

Sets and guys poles for electric power transmission lines.
-
Strings electric power lines on poles and through underground conduits.
-
Installs transformers, crossarms and other equipment.
-
Repairs damage done to transmission lines by storms.
-
Trims and fells trees in path of transmission cables.
-
Repairs and replaces street and signal lights.
-
Runs service lines from poles to consumers’ premises.
-
Operates automotive equipment in connection with the work.
Full Performance Knowledge
Good knowledge of the principles of electricity; good knowledge of the installation, maintenance and repair of electric power distribution systems and equipment; good knowledge of standard safety measures and devices in the handling of high voltage electrical circuits; skill in using the tools and equipment of the trade; ability to climb poles; ability to splice wires and cables; ability to follow oral and written instructions; resourcefulness; physical condition commensurate with the demands of the position.
Qualifications include the following:

Thorough knowledge of pole-line construction and maintenance; thorough knowledge of the installation and maintenance of line transformers and connections; thorough knowledge of medium voltage underground cable line construction and cable splicing; thorough knowledge of street lighting equipment and materials; through knowledge of the operation of electrical equipment associated with substations; thorough knowledge of the material and equipment for operation and maintenance of a power distribution system; good knowledge of the methods of installation, repair and testing of electric meters; thorough knowledge of the safety measures associated with work on live primary distribution circuits; ability to determine load capacity requirements; working knowledge of various GIS software programs as well as computer operating systems; ability to plan, coordinate and supervise the work of others; ability to maintain records and make reports; ability to communicate effectively in writing and prepare necessary reports and plans; dependability; physical condition commensurate with the demands of the position.
